Fresno City Mayor
Jerry Dyer and Diane

Jerry Dyer is the 26th Mayor of the City of Fresno, sworn into office on January 5th, 2021.  

Dyer served in the Fresno Police Department for 40 years to include 18 years as the Police Chief.  He has the distinction of being the longest tenured police chief in the history of the Fresno Police Department.

He was born in Fresno, but grew up in the Fowler area where he graduated from Fowler High School. 

Dyer earned his Bachelor of Science degree in Criminology from California State University Fresno, and a master’s degree in Management from California Polytechnic University at Pomona.

He is also a graduate of the California Command College, where his peers recognized him as the Most Inspirational Student.  In addition, he is a graduate of the FBI’s National Executive Institute.

Dyer has served as the President of the California Police Chiefs Association and 2nd Vice President of the Major Cities Chiefs Association. 

As far as recognitions, Dyer was chosen as a Paul Harris Fellow for Rotary International and was recognized in 2018 with a Lifetime Achievement Award by the Fresno County Office of Education. 

He is a past board member of the Boys and Girls Club, Fresno Rescue Mission, Marjaree Mason Center, and Breaking the Chains. 

Dyer has been married to his wife, Diane, for 40 years and has been blessed with two children, and five grandchildren. The Mayor and his wife attend New Covenant Community Church in Fresno where he has served as a past member of the Deacon Board.  

 

Fresno Police Chief
Paco Balderrama and wife Kyla

 Chief Paco Balderrama is a 25-year veteran of American law enforcement. Chief Balderrama began his career as an 18-year-old detention officer with the Oklahoma County Sheriff’s one day after his high school graduation. In 1999, at the age of 22, he started the Oklahoma City Police Academy, where he served for 22 distinguished years, rising to the rank of Deputy Chief at the age of 42. On January 11, 2021, Chief Balderrama was sworn-in as Chief of Police for the City of Fresno. 

 During his career, Chief Balderrama held various assignments, including Patrol Officer, Field Training Officer (FTO), Bike Officer, Narcotics Officer, D.A.R.E. Instructor, and Public Information Officer. Chief Balderrama was also a member of the Oklahoma City Police SWAT Team for three years, and taught self-defense and Spanish to recruits in the Police Academy. 

As a first-line supervisor Chief Balderrama was assigned to Bike Patrol, the Truancy Unit, the FACT Gang Prevention Program, and the Bilingual Unit. As a Captain, he was Commander over Investigations – Property Crimes, the OCPD Cadet Program, Wellness Program, the OCPD Honor Guard, and the Office of Media Relations. 

Chief Balderrama finished his career in Oklahoma City as Deputy Chief overseeing Special Operations, which includes Criminal Intelligence, Major Violators, the Violent Crime Apprehension Team (VCAT), Bricktown Entertainment District, Uniform Support, Youth Service, and Emergency Services. 

Chief Balderrama has a master’s degree in criminal justice administration from the University of Central Oklahoma, and is a graduate of the #269th Session of the FBI National Academy, which he attended in 2017. 

 Chief Balderrama’s involvement in the community includes serving as a past board member of the Latino Community Development Agency, the Wes Welker Foundation and the Oklahoma Police and Fire Athletic Association, the Foundation for Oklahoma City Public Schools, the University of Central Oklahoma Criminal Justice Program Advisory Board, the Potts Family Foundation and Good Shepard Clinic. He is a graduate of Leadership Oklahoma City’s LOYAL Class IX and SALLT Class III. 

Chief Balderrama is married to his wife Kyla and has three children: Hayden (10), Jude (8), and Jenson (7)
